John Payne

John Payne has lived in the South Rim community since 2022, after relocating from Tooele and previously Ohio. He and his wife, Autumn, chose South Rim to pursue a quieter, more hands-on lifestyle away from the hustle of corporate life. They share their home with three dogs, a horse, goats, and chickens.
Professionally, John works for Verizon Business as an Associate Director of Digital Transformation. He leads a team responsible for a $20M annual portfolio of AI and technology initiatives supporting large-scale service and support organizations. In addition to his role at Verizon, John previously served on the board of directors for WAVE, a global employee resource group focused on advancing women in the workplace through career development and advocacy.
Outside of work, John enjoys sports—especially cheering on the Utah Mammoth hockey team and the Cleveland Browns—as well as hands-on hobbies like leatherworking and strength training in his home gym.
John joined the South Rim Special Service District board to make a direct, meaningful impact in the community he calls home and to help support its long-term growth and quality of life.

Heather and her husband, Paul, built what they hope to be their forever home in South Rim in 2016. They moved from the Salt Lake area and enjoy the peace and quiet South Rim brings. They have one son who lives in SLC.
Heather has a degree and background in the tax and accounting industry. She and her husband are entrepreneurs and have owned a variety of different businesses over the years. Heather currently works from home doing tax and accounting for various businesses and clients.
Heather enjoys various hobbies including crafting, cooking, volunteer service, planning community and religious activities, dancing, camping, traveling and yard work to name a few.
Heather joined the SRSSD board in 2024 in an effort to make a difference for the better in South Rim as it grows and changes. She has also served on the SRSSD park committee since 2024 and enjoys getting to know people in the community and bringing them together.

Mark Walker

Mark has lived in the South Rim community since 2022. He and his wife chose South Rim to pursue a rural lifestyle
and be closer to family that moved to Utah.
Mark has served on the South Rim Special Services District Park Committee since 2023 to help the park enhance its value to the community. Mark maintains the park flag.
Professionally, Mark is an Information Security, Artificial Intelligence, Program Management Consultant, and Trainer.
Mark and his wife enjoy Harley Davidson motorcycles, touring the special places in Utah, restoring classic cars, with current projects restoring a 1949 Ford F5 Carpenter school bus and a 1951 GMC Suburban. Mark is also a hobbyist Armorer and enjoys hunting and shooting sports.
In his work Mark has traveled North America, throughout the Asia Pacific, and Iraq. Mark grew up in Normal Illinois and graduated from the University of Arkansas. Internationally Mark has lived and worked in Ottawa Canada, Melbourne Australia and Sorowako Indonesia on lake Matano on the island of Sulawesi.
Mark joined the South Rim Special Service District board to engage the community in supporting the rural qualities that brought us all to South Rim. The growth and maintenance of the community will be facing challenging times
ahead, requiring community engagement and attention to maintain the environment that we all love.

Jeffery Hogan

Jeff Hogan has lived in the Tooele valley his entire life, save for years at college and while serving a mission for the Church of Jesus Christ of Latter-day Saints. Jeff built the first house in South Rim (moved in 2002) where he and his wife raised six children. All six children have since moved away. Jeff served for 7 years on the Tooele County School Board. He recently retired from Dugway Proving Ground and currently manages rentals with his wife Lisha.
